Independent decisions
Funding or partnerships should not control research conclusions.
Conflicts visible
Founder, funder, legal-referral and commercial conflicts should be declared and managed.
Research independence
Methods, limitations, funding and relevant conflicts should be published. Where evidence does not support a preferred criticism, the conclusion should change rather than the threshold.
Constructive reform
The purpose is better regulation: fairer processes, clearer communication, proportionate decision-making and stronger public confidence.
